Hebrew question

Hebrew question: Why is אֶלְעָזָר usually spelled 'Eleazar' in English translations? One Jewish translation does it 'Elazar', which is what it should be pronounced as (right?) and another I have spells it 'Eleazar', like all the Christian translations I've looked at do.

Here's an example Jewish translation that spells it 'Eleazar'.

I guess it could be either, depending on what vowel is under the lamed (one dot or two) but still, they have the two dots, not the one. (I clearly don't remember the names of the vowels.)
