I agree. I worked with (I should say in the same center; we did not collaborate substantively -- well, perhaps some of my proof-reading made it into that thesis?) Pei at Indiana. While I didn't interact with his work intensively at the time, I have found myself consulting his thesis more recently. There are some deep issues in time-bounded reasoning, and this work is an introduction and then some. The core issues are probably worthy of a field of study (!), not just a few theses, but this thesis is a great, and fairly fun start.
