After checking, here's the original article he's quoting. Even after reading the article it isn't clear what studies she's referring to, so I have no way to check. But in any case, it seems clear that Democrats are the ones who are all about getting felons to vote, and I assume that they have a political motivation for that (i.e. they know felons would give them more votes).
