I think both sides in this debate are right, and wrong. THe Dems are willing to extend it, they just want some of the non-wall-communicaiton things changes to keep things in check with people rights. I don't think they are advocating getting rid of the parts that allows departments to interoperate better.
At the same time, why won't the Repubs take a short term renewal if they are so worried about it expiring all together.
Seems like both sides are wasting time arguing rather than keeping things afloat AND preserving peoples rights.
