Well, the main reason I used the phrase in this post is because I was repeating the title of the article I was linking to. However, I'm not sure it's completely inaccurate. While we went after the terrorists who attacked us on 9/11 with extreme force, right after 3/11 the most common feeling I saw displayed was a desire for "Paz" (signs all over the place).
It really is like a surrender, because Spain has pretty much left the war that we're all a part of, and has now adopted the approach to dealing with terrorism common on the left, which is to treat it like a police matter and a matter for courts to deal with.
Rather than siding with the U.S. to try to combat worldwide terrorism, they're distancing themselves from us, and what's their new plan? The EU is creating the post of Mr. Terrorism for someone to fill who will deal with the issue.
