I disagree completely. Under the terms of that article, that's as clear a case of "Hard Power" as you get, regardless that no bombs were actually dropped.

IMO, that's just not a good idea. that sounds like something North Korea would do (hyperbolicly(sp? is that even a word?) speaking, of course). but i digress...

I've one overriding problem with it: some of it feels like another kind of big government. Our Minister for Justice here in Ireland has in the past tried to push through similar legislation, but thankfully much of it has been shot down.
