Check out Dia. If I ever need to do a real ER diagram (like for a client or something), I'll probably turn to this.

Oops, it's not available for Windows. Well, I'll turn to it once either Mandrake 8.2 (uh oh, they're running out of money in the short term. Can I pre-order 8.2?) comes out or Gentoo Linux 1 comes out.
